Apply for Canadian Permanent residency (generic, federal app.) but secretly plan to live/work in Quebec?!?

So, I am an American that is currently living and studying in Montreal, QC (graduate school). I would like to drop school, and just begin working, but stay in Montreal... Permanent residency seems a great option, however there seems to be some discrepancy between the Fed. gov't and Quebec... According to the CIC website <>http://www.cic.gc.ca/english/newcomers/about-pr.asp#pr_can> it reads that PR's are eligible "To live, work or study anywhere in Canada." HOWEVER on the same website, <>http://www.cic.gc.ca/english/immigrate/quebec/index.asp> they add that those who would like to be permanent residents in Quebec must first be approved by the QC gov't first (CAQ application I believe) ....My point is that that seems like much more work and honestly less likely to be chosen, especially since my French is on the beginner side... So if I can "live anywhere in Canada" (people who immigrate on a perm. residency and start off in Ontario for example then decide to move to QC, why not?) with PR why would/how do they know/care where you decide to live (border crossing?, ha) .... Someone please help me out, unless I just stumbled upon a major loop hole..

Quebec has an agreement with the federal government that they will decide who immigrates into that province. If your plan is to reside in Quebec, it needs to go through immigration Quebec first. As for your French being on the beginner side - no problem. Quebec will be more than happy to pay for language lessons when you receive PR status. Being a provincial nominee does not increase the processing time by much; Quebec is doing a portion of the approval instead of CIC. You are correct in that we all have mobility rights in Canada. One thing to keep in mind however is that where you plan on settling does have a part to play in the approval for PR status. If CIC has any reason to believe you lied on your PR application, you could end up losing PR status and being deported.
