The 2 of you have 2 options.
1) If you have the money, and you have lived together for a couple of yrs outside the UK, then you can apply at the British consulate there. You would have to have enough money to show you could live for 2 yrs without using public benefits.
If you don't have the money to do this, then...
2) Your wife will need to return to the UK, alone. Obtain a job and a place to live. Send you the documents (letter from employer, rental agreement and any bank statements she may have). Once you have these you can then apply for a spousal visa.

If you have been married for 4 yrs outside the UK, then when you apply for your visa, make sure you ask for the KoL stamp. This means that as soon as you get to the UK, if you take and pass the Life in the UK test, then you can immediately convert to ILR. If this is something you are interested in doing, do it soon. The UK is phasing out ILR July 2011. It will then be much harder to get UK citizenship.
