Road Worthy Certificate - who can give?

I'm planning to buy a used car. I'm wondering who is authorised to give RWC? RACV is charging $200+ for RWC. I'm new to Melbourne and dont know any car mechanic, please suggest a reliable way of getting RWC.

A lot of repair places and tyre shops do RWCs, the RACV are too fussy and will find every little fault with the car,, I suggest finding a tyre place that does them..... |

easy solution is do not go for a car without WRC.
when u will be buying a new car please ask them to give you road worth certificate if they say no go and move to next car, keep it on till you will not get a car with rwc
