For the last few weeks we've been plagued by young kids riding mini motos up and down our street, either on the pavement or on the road. None of the kids (the oldest about 16, the youngest 10ish) wear helmets, they zoom from the pavement, in between parked cars onto the road and back again without any heed paid to pedestrians or motorists - I don't know how they've managed to escape serious accident so far.
A number of local residents have approached the local police about it, but quite honestly when they can be bothered to come out they give the kids a quick lecture and as soon as they've gone the kids are back on them again.
Is road tax payable as they are driving along the road, do the police have power to confiscate these motos if the kids are perpectual nusiances - any advice?

they need a licence, insurance and MOT and need to wear a helmet, and the police should be seizing the bikes |

In law, these bikes must be taxed and insured if they are driven on the road. The Police also have the power to confiscate these bikes if they are causing continuous nuisance. Make a complaint in writing to the Chief Constable explaining all what is happening and ask what do you intend to do about it, before someone is seriously injured. You will get a reply. |

If used on the road, they must be taxed and MOT'd as any road going vehicle. If not the police do have the power to confiscate and even crush these mini motos.
They also must wear head protection.
But as the police are under staffed, under funded and have a very heavy workload, this crime is way down the list of priority. |
