cops received a 9-1-1 call to a residence only to find someone there waiting for them who was on PCP?

Leslie S	At least 20 times, but I was only in patrol 4 years.. My first arrest as a rookie was not a call to a residence but to a guy in a parking lot, nude acting like he was swimming on the lake. He had pharmaceutical grade powdered PCP in his pants pocket I found nearby. Taught me some real court to, The case dumped because I had no right to search any clothing he was not wearing and also could not prove they were his pants.
