Parole was originally designed as a cost saving measure. When a person is sentenced to prison and serves 20% or 30% of their time, they become eligible for parole.
There is a scoring system that applies a numeric score on the likelihood that person has for success in the the parole system.
While on parole, they are still considered an inmate an must abide by the prisoners code of conduct rules. They are subject to random chemical testing, they are required to maintain employment, they are prohibited from being in contact with felons etc. A parole officer can make unannounced visits to their workplace and home. Any police officer can search them, or their vehicle at any time - with permission of the parole officer.
The budget cuts in my state are so bad that only the most violent prisoners are not let out on parole. Inmates with absolutely no chance for succeeding in taking responsibility for their actions are forced out on the street - the same environment that helped make them a criminal. They typically breed a few new potential criminals and lapse back into drugs and commit more crimes.
Inevitably they are caught and returned to prison - for as little as 90 days. This is what is called the "revolving door" of the criminal justice system. |
