Your premise is wrong. The Florida Highway Patrol does have helicopters.

No, they do not have helicopters. Their Aviation Section has 12 aircraft, all are fixed wing.

Helicopters are more expensive to purchase, more expensive to maintain, more expensive to fly due to poor fuel economy, and their crash rate is higher than fixed wing aircraft. For these reasons, there are very few departments that have them. |
