Would police department spend huge $$$ to get evidence?

Let say if it cost million to get evidence they need to prosecute the murder. Would police spend that much? Let say maybe police found evidence at bottom of river by waterfall on Niagara falls, but can't get them without getting some kind of tools. Due to dangerous and risky job. They knows where the evidence but can't get those without spending millions. Would they or wouldn't?

Leslie S	If it is at the level of prosecution it would not be the police department's decision but the prosecutors (in your example the Niagara County DA). The decision would be made pending need.
