Not unless it's their first time or you are paying a LOT of money. Ownership of copyrights by independent consultants is automatic and not something they take lightly. You will be paying a fee for creative services and a very limited license.
If you want an exclusive license you will have to pay more.
Be sure to sew up your exclusive right to use the logo as a trademark, which is completely separate from the right to use under copyright licenses. In other words, you don't want to see the logo being used by anyone in any related field, regardless of who may own the copyright to the artwork (which, as mentioned, is the contractor).
You would have to file to get a copyright on the logo.
