Distinguish between substantive law and procedural law.?

Procedural law is the way that legal decisions are made. It is the "how" of law. "How" do you get a search warrant? "How" do you appeal a case? Substantive law is the grounds upon which legal decisions are made. It is the "why" or the "what" of law. "Why" is the defendant a murderer? "What" are parents' obligations to their children? In your example, numbers I and IV are substantive, and II and III are procedural. But it's important for you to understand how that result gets reached because you'll have more questions of this nature elsewhere in your class.
