I owe fines to the state of Colorado, can I be jailed for paying small monthly amounts? I have not yet signed?

I have not yet signed an agreement to pay a certain amount, and the clerk has said I can be jailed if I don't agree to their monthly amount.

RomeoMike	If you don't do what the court decided on, you will be in contempt of court and will be arrested the next time you are stopped by the police. If you can show that you can't honestly afford the monthly payments you can go before the judge again and ask for a reduction in payment amount or work it off under community service.
