who's responsibility is it to service ducted heating in a rental property?

i've been told by collegues who are landlords that it is the landlords responsibility, but my agent told me it is mine. our ducts need servicing and the main filter replaced since i moved in, and after 18months of dodgy heating, i'm told i have to do it myself.
