Would a solicitor use punctuation while recording a dictated request, for a secretary to type up?

No. Professionals generally assume that the person hired to transcribe their dictation has a basic grasp of spelling, grammar, and punctuation. If they don't, they're in the wrong field.

Of course not. When you are speaking do you always put in the word period when you finish a sentence? Do you say, oh, run on sentence, let's put in a semi-colon. The only exception may be "quote unquote."
