On the gravestones at Gettysburg, what is the difference between a cross and a cross with a circle around it?

These gravestones are mainly WWI and WWII veterans, but are in the Gettysburg cemetery. On gravestones from the same period, some have crosses and some have crosses with a circle around it. What is the difference?

Randy F	The crosses with the circle have Celtic origins I believe.
