The CIVILIAN police would be responsible for evacuating the civilians from the combat area, keeping the law in the rest of the nation, guarding high profile people and perhaps watching for sabotage at power plants. The Military would not be using them as part of the military unless they drafted them individually and put them into a combat unit as soldiers.
As much as SWAT teams look like military combat teams, they are a bunch of amateurs. Any well trained combat unit would cut the SWAT team up and eat them for breakfast. Also, you have to remember that COPS are limited by law as to what they can use in the way of weapons whereas the military is not. So the SWAT team would be using rifles against grenades, LAWS rockets, mortors, copters, artillery, etc. Plus fat cops full of donuts would not be able to keep up with troops even out of basic, let alone combat trained. |
