"We have reached another agreement, you may notice it, is the Central Bank that will manage and MES FESF," Sarkozy told the press after the first day of the summit in Brussels, adding that the decision was taken proposal from the ECB President, Mario Draghi.



"It was a proposal recommending that Draghi's Central Bank to be placed at the European Fund, I considered it a good idea, fund operator will, therefore, European Central Bank," he said.



"For us, this is a great satisfaţie and is an additional element that will strengthen confidence in the fund," said French President.



This decision comes as support current fund temporarily undergoing a difficult FESF. He was to be consolidated from 250 billion to 1,000 billion euros. But this target was revised downward because of reduced appetite of investors for the euro area.



Thus, European countries are looking for other ways.



All attention is now turning to his successor, MES, the loan will have a capacity of 500 billion. European leaders have decided to bring forward a year into its work in July 2012. But no agreement has been concluded to increase its resources.



A project aimed at provision of a banking license because it can have unlimited access to counter the ECB, at a time, was abandoned because of opposition from Germany.
