Leaders of the euro area could approve loans of 150 billion to IMF
Leaders of the euro area by the IMF could approve the supply of bilateral loans worth 150 billion euros by central banks to support countries affected by the debt crisis, said an EU diplomat.
Governments in the region is also expected that the summit will begin Thursday, December 8, to obtain a commitment from countries outside the euro area for another 50 billion that is provided all through national banks, informs Bloomberg .
Funds from central banks will be used for prevention programs IMF loan for Italy and Spain, states currently considered the most vulnerable, said two sources close to the talks last week.
German central bank (Bundesbank) agrees to provide, along with other euro area central banks, IMF loans as part of measures to resolve the debt crisis, a source said Thursday that agency, said.
"We must look at the details. The money should go into the general accounts of the IMF, or a special fund for the euro area Member States would amount to finance," said the source.
The supplement IMF resources will compensate for the fact that the European Central Bank (ECB) is not entitled, according to the state institution, to finance budget deficits of the states directly.
On the other hand, the euro area officials said that a proposal for licensing banking European Stability Mechanism (ESM), which would be allowed access to ECB funding, was rejected.
"The idea of giving SEA emerged from discussions banking license," said one official, referring to a proposal by the European Council President Herman Van Rompuy.
The measure was supported by France and Germany rejected.
The official said that the Treaty on the SEA, which was approved but not ratified, will be modified to emphasize that private sector involvement in any restructuring of sovereign debt in the euro area will follow the procedures IMF.
