German Parliament will consider constitutional issues that may arise if the EU Executive Commissioner or the EU would intervene in matters of national budgets, said President of the Bundestag in an interview with Der Spiegel, quoted by the Wall Street Journal.



EU leaders agreed last week to strengthen economic ties between the Member States to restore investor confidence in the monetary union and solve the debt crisis.



The 17 euro area countries, plus nine other countries outside the currency bloc without Britain, agreed on Friday to sign a new treaty of fiscal governance that will allow Brussels to impose a strict budgetary discipline, preventing governments out of EU rules budget deficit and state debt. However, states may not prevent the full implementation of austerity programs.
