France and Germany will propose a joint European partners to revise the European Treaties to enforce budgetary discipline in all EU countries. But EU member states are divided on solutions to the crisis and how it should be implemented.



Consequently, many European officials fear that the euro area countries are preparing to enter into an agreement valid only for themselves and to give such treaties applicable to review of all 27 states, thus risking to create divisions within the Union.
