Sarkozy: France will adopt the "golden rule" after the presidential election
"We would have preferred an agreement of 27 (Member States), but this was not possible, given the position of our British friends," said the French president, stating that the conditions imposed by British Prime Minister David Cameron to join this project were considered "unacceptable".
"To accept a revision of the treaties in 27, (British PM) David Cameron asked what we all consider to be unacceptable, a treatment protocol that allows exemption from Great Britain a number of regulations on financial services, "said Sarkozy.
"What we could not accept, because we believe instead that part of the world's problems from financial suppression," the French president continued.
"If we accept an exemption for the UK, would be a formal question in our opinion, and do not say that this is the position of Cameron, a part of the work in the service of a financial regulation, the necessary legislation," concluded Sarkozy.
Germany insists on anchoring strengthen budgetary discipline in the euro area in a treaty to provide binding value, which is in his opinion the only means of compliance in the future and to avoid further drift.
Berlin and Paris have campaigned for a change in the first EU Treaty, which still requires unanimity of the 27 Member States.
Britain has tried yet to conditional support for this project at the summit of the possibility of being released, if necessary, in some areas of control pan-European financial supervisory authorities established by the crisis away from the United States in 2007-2008.
For this reason, we opted for a separate treaty eurozone countries, who wants to join that.
